SHE RUNS! HOT but RUNS!
So I got my Dream started off an aux tank after some original petcock issues. 
I can't leave it on for more than a couple of seconds because she revs up super high almost immediately.
I've turned the air mixture screw out 1 1/8 to spec, and am fiddling around with the idle screw, but still haven't found the right combination so that she'll start up and idle calmly!

Great feeling huh? Just got my Dream project out for it's first test ride today.
About the high idle. Is it possible you have the carb slide In 180 deg, out. That will cause really high idle. Been there!

Yeah great feeling to hear it SOMEWHAT working! 
Can you clear up what you mean about the Carb Slide?
I've tried her a few more times since I wrote this, while adjusting the air screw out to 1 1/8 and the idle screw out 1 1/4, and she'll start up with a bang, and rev right up high.
I'm thinking I'll check the throttle cable setting in relation to the height of the carb slide too

Unscrew the top of the carb and the slide with needle on end will pop out. Try spinning it around a half turn and re-install. See if that tames the idle. The motor will scream if the slide is installed wrong.

I haven't encountered that yet, but I've only run it down the yard.
I've been thinking since the gears are so unpredictable feeling (the bike's been sitting outdoors for some time), I might look out for a replacement clutch and try to run thru this clutch rebuild on youtube:
