kickstarter is stuck!!

Just assembled the bottom end after x-ing the trans and installing new friction plates on my '63 cb77 motor.
Motor is on workbench and I rotated the motor with the kick starter a few times and it stopped solid.
Crank and primary will rotate freely when turned at the rotor, but kick stater will not budge.
Could a reversed kickstart pawl cause this to happen?
Can't think of anything else that could cause this problem.
Hate the thought of splitting the cases for a careless oversight- your expertise will be helpful and gratefully accepted.
I'm truly frustrated and humbled by this and would appreciate any insight.

Did ya turn the KS shaft clockwise yet?. .......lm

Ya not the first to have this problem.
Your description was such I figured ya didn't have the Return Spring involved.
