neutral switch

How do I check this to see if its functioning properly?

When in the Neutral Position ya will measure a Short To Case (ground) at the connecter. .......lm

my engine is apart, switch is out, how do I check it or can I? Keep it simple, I'am a rookie. Older..........but still a rookie
