front end slop

i was wondering if anyone here has had issues with front end slop. i put my front end put together and when im on the
bike, hold down the front brake and move a bit back and forth i feel alot of slop. cant completely tell where its coming from but i think its coming from the fork lowers? when i look down i can see the chrome shrouds moving a bit. i do have fork tubes from forking by frank? i have tightened everything and now stumped. any advice or insight would be great.
