They ran from air filter to inlet valve guide on early engines as an attempt to reduce oil being drawn down the valve guides.
Deleted on later models. You can safely block them off or join them together.

Honda effectively blocked them off by not having them on later models.
It depends what "better" would mean to you?
If you want it to look authentic, fit the tubes. You then have to find an old style air filter with the barbs fitted.....
If you are not bothered about authenticity, fit a couple of M8 screws in there.
If you are undecided, loop a piece of plastic tubing between the two...

Thanks G-Man! What I meant by "Better" is the performance as Honda originally intended for the engine. However, it sounds like that isn't really an issue whether they are blocked off or fed into the air filter. I suppose Honda thought it was a good idea at the time but later realized... it was not really that important after all.
The air filter (original one) on my CA77 has 2 HOLES (factory looking) in it and I assume that is where the two hoses would go. My bike still had the hoses on it, although they were just laying on the engine and looked as if they were a drain; so to speak. FOR YEARS I had wondered what those same "barbs" on the heads were for on my '65 CB160!
