Loose starter chain

Is there a way to adjust/ tighten my starter chain? There seems to be a lot odd slack in my chain. So much so that at certain times I can hear the chain whip the inside of the right hand cover. Honestly not sure if this is a real issue as I am in the process of getting the bike back on the road but it does sound unsightly at times.
