65 305 Dream kickstarter problem

Howdy, I have all the parts, thanks for the kicker return spring LM, (last year?) seems to be assembled OK but, when l kick her down it doesn't seem to want to return to upright position and doesn't always engage properly.
I turned shaft CCW and assembled with 1 turn of the spring in the proper rotation. kicker and spline seem OK. ideas?

Turn the shaft CLOCKWISE. ...............lm

OK LM, thx, the shaft only rotates about 1/8th turn
