Okay I know it has been awhile since the last post but here's what I've done. Basically followed the advice from the previous posts (thank you, by the way), new brakes but no cables, and then took her out for a few test rides around the parking lot. Ran very well and I am unable to produce the plug issues that my father in-law was having. Could it be that carb rebuild and new air filters solved this issue?
In regards to the brakes, I've noticed the brake cable still needs be adjusted almost all the way out. It does brake by the way but i am thinking the cable is probably stretched?
Also, I managed to crack the kick starter joint. I am hoping that it can be professionally welded but I've attached a pic for any and all suggestions. Anybody know where ya can get a replacement?

Yes, the carbs and filters can easliy have been the culprit! There shoud be adjusters for the cables at the wheel end of the cables as well, have you adjusted those? I dont think welding is a good solution for the kicker joint. Post in the parts wanted section on this site, and scour Ebay as well. It is common for them to crack.

In regards to the foot lever, I have played around with that a bit and I currently have it positioned even with the lower part of the generator cover and it seems quite close and seems like it may even rub on it. Is this about where it should be and I just have a bent lever? I'll post some pics tomorrow.
