neutral light

Neutral light was working without being grounded to the frame, now it won't until its grounded.
any thoughts?

The neutral light is supposed to be grounded by the wire going to the neutral switch. The other side of the bulb socket is hot whenever the ignition is turned on. No part of it should be grounded to the frame.
