Dream Front Fender Removal

Do I have to remove the front wheel to get the front fender off ?

Maybe it can be done without removing the front wheel if you are able to get around the tire and get the nuts off the bolts and then raise the front end up quite high so that the fender can be rotated backwards and then under the tire.

It really is just easier to remove the wheel.
