No need to pull the tank. You can do the throttle cable with the tank in place.

Thanks Cheburashka, I got the cable off without removing the tank. It's a tight fit to reach in and unscrew the cap on top of the carb but I managed it barely by reaching through the battery compartment.

Turns out my cable did not snap so I'm going to open a new thread because I can't figure out why when I twist the throttle I get nothing.
