I see lots and lots of pretty new paint on that thing.
Have you got a good frame to engine ground?
Looks like your Lights are working OK but that doesn't mean the engine which contains the ignition system has continuity back to ground. I chased this down before on a fresh Powdercoated Scrambler frame.

The plugs were really bad.. Check it out:

So here is the video - I am having a tuning issue with getting it to rev lower, thinking I dont have the carb on tight enough maybe its letting air in at the mounting plate!?

Yeah
Sasha, congrats, it runs! Now the fun begins, all the fine tuning and tweaking. Take it slow and try to understand the small adjustments, one at a time. Be careful to not over-tighten the carb, it's easy to do ( Experience talking here). It sounds like maybe your throttle cable might be hanging up somewhere. I have a lot of experience with a CL, not a dream but they're both old Hondas that would rather run than languish. Give the motor a few heat cycles to settle in and check the timing again after a short run-in period. If it's not to cold in the Great White North, ride it. It sounds badass.......................D
