I'd say you've started out miles ahead with your Dream project simply because you didn't have to buy it. Just a thought -- since you're unfamiliar with 4-stroke engines, you might consider taking the engine down to the Honda shop and asking what money they'd need to do a complete rebuild and runup for you. They'll probably have to wait for parts on order. While that's underway, you can focus yourself on cleaning up the rest of the bike. Looks like you've got a real diamond in the rough. Please keep us posted on the restore.
