E-bay seat cover from gumtwo

Bought a seat cover from e-bay member gumtwo and it fits very snug over the seat pan. Is this normal? The seat is a 67 with the front tip up style and so is the cover. I have the original seat foam but I havn't tried making a replacement foam yet nor have I tried fitting the cover with any foam under it yet. Any advice on weather or not I bought a good cover would be helpful. Also would like tips on creating a new foam cushion.
