washer placement?

First off I apologize if this has already been discussed in other threads......in fact I know it has. So I guess I'm asking for clarification. The washer pictured below is placed on the end of the filter shaft between filter and case.......this is where it was located upon removal. From searching, it is suggested it should be between filter and outer cover?

Nevermind, I found my answer.
Next time I'll search a little bit harder before clogging up the forum with redundant questions.
