Thats a stock headlight shell on the bike.
The bars are 7/8" clubman bars that I picked up at a swapmeet for around $20. I see them all the time on Ebay for cheap.

coils
have you thought about relocating the coils insted of modifying the tank?,i looked at mine and think it might be possible to mount them vertically in the front of the frame in the horn area,i posted a picture of the area i mean,and also a couple pics of my bike(i thought it was an indian when i found it under a pile of crap in a farmers chicken shed ,all in all still a good find)
I have considered relocating the coils but it is a simple fix to widen the tunnel 1" and allow the tank and seat to mount with no mods to the frame. The coils will stay put, side covers and air filters can remain, and the battery size and location will be as stock. The kit and a few complete tanks, set up for the CB, will probably be ready around the last week of April. I'm off to San Francisco next week to see the kids for Easter and don't anticipate a great deal of time to devote to the project until I return.
