swingarm bushing and collar questions?????

so i have just got my swingarm powdercoated and pressed in the shock bushings and some custom machined oil lite bronze swingarm bushings. i have a few questions 1. how easy should the collars sit in the bushings ( should they press in and not spin freely? once inside the bushings should they spin freely by turning them by hand? or should they be snug and barely turn within the bushings?) also should the collars be just a tad bit longer than the bushings so that the swingarm pivot bolt tightens against the collars rather than the bushings? if so can i add washers so that the swingarm then tightens against the collar instead of the bushings?

They fit tight but must be lubed (see the grooves) so they can rotate in the swing arm bushings and the bolt/shaft must be lubed also so the bushing doesn't wear the shaft and they are flush end to end. . ........lm

thanks lm. by tight what do you exactly mean? should i be able to rotate the collar by hand? should they be tight where i have to use a deadblow hammer to put the collars in the bushings or a press?
