Air inlets under carbs

I just recently acquired a CL77. I took the carbs off to clean and located 2 airlets just under the carbs on the head. On english bikes these are balance tubes and are connected to each other via a rubber hose. There was no hose on them so should they be connected or are they just breather tubes?
