Well, cleaning all filters, including these, on a regular base, is necessary. But if you don't clean them, these very tiny filters will block. I have a lot of carbs (20+), and not all have them, but could be placed on it. So I guess, these filters are prone to tear and / or just lost by cleaning the carbs.
I always install them, and never had any issue with it regarding blocking, but once a year you have to get them out, clean them carefully, and place them back.
The filter size in the carburettor is more dense then the filter in the pet cock, both work as a two stage filter set-up, it's designed to filter out particles that would give trouble in the carburettor.

I agree that if left in the fuel system they require cleaning.
That said I remove them and install inline filters. ............lm
