You need to preload the brake so that the arm is just taught with the spring. This is easier as a two person job as one person will need to keep the arm cocked and held in position on the left while the other person mounts the brake pedal on the right. You could try boiling it in soapy water, which has worked for me before. That is a very nice 450! Thanks, I'll be working on the carb later today so I'll let you know.
