So nut is off but the bolt isnt coming out or even turning? Have you tried hitting it with a hammer to tap it out or loosen things up?

Precisely. Have hit with hammer, heat etc. just going to soak it more

Not too sure if this is possible but can you get to the acorn nuts and pull the cam cover off the top of the engine? The cam cover would still be attached to the frame but you might be able to get more heat / penetrating oil in there if it is out in the open......

Possibly drill a small dimple into the end of the bolt so you can center a large punch on it and give it some hard hits with a hammer. That area of the bolt that is open to the elements has probably rusted enough to cause the bolt to bind very tight. Fill that area with penetrating oil and before you decide to hit it heat it up real good.

I was actually thinking about this as it would also allow me to grab the cover and try and work it around the seized bolt to help loosen it up
