That is correct...the clip was in the top notch. The needle was as low as as it could go. It was acting like it wasnt getting gas so now I have backed off to the 2nd notch. Now I cant get it to run nearly as well as it was before I started messing with the carb. It seems like maybe a timing issue but I cant get that corrected either. I have the points rotated as far as they will go and I cant get the timing anywhere near the "T" or "F" marks. It stays very close to the "II" marks but wont come back any further. But, it was this way before and was working ok. I'm going to try a smaller carb jet and set the needle back where it was and see what happens.

Put the "T" at the pointer and tell me the location of the line in the points cam. ...............lm

I will confirm when I get home but if I recall correctly it was at about 7 o'clock? The points seemed to be opening correctly just as it rolled around to F. I have also set the gap at various measurements that I have seen specified between .14 and .35 with no noticeable differences. Advance does seem to be functioning at higher RPMs.

It may be closer to 6:30 with the mark at T, but as you can see the entire plate is rotated to its limit. The timing reads right on the double II marks.

The engine may not run but it looks good after cleaning.

Good pic.
As I suspected ya are one tooth off.
That line must be exactly in line of the middle of the cylinder.
Yep ya need to pull the engine and remove the top and reinstall the cam chain.
You will see that the flat part of the cam sprocket isn't perfectly level with the top of the head when the "T" is at the pointer. .........................lm

I read somewhere that the spark plug fouling could be caused by low voltage supply to the coil. My battery reads 12.6v and both sides of the coil (green and black wires) read 12.57...more than enough. Cross out that possibility.
