I thought it had to be removed in order to remove the cap to clean out the slinger cup.
Am I mistaken about how to clean it?

Get a grip on the end of the shaft with the locator pin and pull the shaft out. ........lm

OK. Done.
The shaft is snug in the slinger. Tapping with a plastic hammer moves it. Maybe a piece of wood dowel to push it all the way out?

The slinger should be free to rotate on that shaft. If the engine hasn't ran in a while it might just be built up with crud on the shaft and once cleaned up it will rotate fine. If not you might have to find another.
