You need to preload the brake so that the arm is just taught with the spring.
This is easier as a two person job as one person will need to keep the arm cocked and held in position on the left while the other person mounts the brake pedal on the right.

CA77 brake light switch hookup.
Can someone take a picture of the way the springs are on the rear brake pedal for the switch. I just picked up a 65 and it seems to put slack at the switch when I press on the pedal. The shaft is pretty sloppy too if that makes a difference. The bike has seen better days for sure.
